Usually not — it’s jammed. Cut the power, and if you’re comfortable, use the hex key in the bottom to free it and press the reset button. If it trips again or won’t spin, the motor is done and it’s time to replace.
Repair or replace?

Can you add a disposal where there isn’t one?
